Pontifex/Solitaire Cipher

Solitaire is the name of an encryption scheme invented by Bruce Schneier for a plot point in
Neal Stephenson's Cryptonomicon.

In the book, the scheme was obfuscated by calling it 'Pontifex', alluding to one of the users being a priest.
The Solitaire algorithm transforms numbers by shifting cards in a standard 52-card deck with jokers.  The
transformations are deterministic and reversible, so that letters corresponding to the numbers can be changed
from a message text to enciphered text, then deciphered by the recipient of the message.
